With the support of the Chinese government, the marine area of Macau has been further defined and enlarged, resulting in the rich and premium coast resources. Correspondingly, the Macau government should not only attach crucial importance to the coast resources, but also promote the ecological protection and exploit tourism. Based on the features of Macau's coast resources, the authors of this essay propose that in order to protect the coast resources and ecological environment successfully, the Macau government should create the landscape ecology texture between city and coast, keep full control of pollution sources as well as perfect integrated monitoring system, conduct research on the ecological protection of natural reserves and wetland park, and enhance the education of environment conservation. It is suggested that based on ecological protection and in order to make full use of the opportunity to change Macau into ‘the center of tourism and entertainment in the world’, top-level design is required and the tourism projects and products that integrates gambling industry, shopping, and cultural heritage should be created. In the meantime, the government, enterprises and relevant organizations should launch more projects and programs of leisure vacations and study travels, develop its tourism by cooperating fully with Hong Kong and other cities around Macau. In the future, the ‘win-win’ goal of protecting and exploiting coast resources could be achieved.

China has a vast sea area and abundant marine resources. The establishment and optimization of a protection mechanism and a law enforcement system for marine resource protection are necessary conditions for realizing sustainable development of marine resources in China. Based on an introduction of related concepts and economic theories of marine resources, this paper analyzed the current status of China's marine resource protection, legal protection mechanism and marine law enforcement system, and summarized the defects in current legal protection system. By investigating, referencing, and comparatively analyzing the marine resource protection laws of the United States, Japan, Canada and other countries, this paper gave a classification of the responsibilities of various behavioral actors in the protection of marine resources in China from a global perspective, and established a new law enforcement system from multiple aspects such as marine sovereignty, legal system, regulatory mechanism, and illegal development, etc. Targeting at the defects existing in the current legal system, the proposed system could achieve the optimization of the marine resource protection system. This paper innovatively studied the environmental protection of marine resources from the perspective of administrative law, and provided legal advices for instructing China's administrative agencies and environmental protection organizations at all levels to protect the marine resources of our country.

The development of regional economy and strategic decision-making are inseparable from cultural development, and the continuous accumulation and dissemination of marine culture have provided a direction for the development of coastal cities and their industrial planning. Marine culture does not exist by itself but attaches to an entity and reflects through it. Based on the marine culture of Jiangsu Province, China, this paper analyzes the development characteristics of marine culture in Jiangsu Province, and explores landscape design schemes for coastal cities. The research results show that the marine culture industry in Jiangsu Province presents three spatial structures: the scatter structure, the pole-axis structure, and the network structure. The development trend gets more inclined to the alliance regional linkage model and the virtual creative industry park model. In terms of overall planning, detailed planning and design, the landscape design should pay close attention to the role of coastline and skyline. The landscape design in some coastal cities in Jiangsu Province has fully reflected the economic value of coastal cities. The research in this paper has provided a theoretical basis for promoting the development and dissemination of marine culture in coastal cities.

The location selection of marine product e-commerce distribution centers affects the transportation costs and transportation efficiency of the products, and the effective covering model is an efficient way to solve this problem. Based on the product features, this paper first analyzes the marine product e-commerce operation modes and the influencing factors of the location selection of distribution centers; then it explores the demand conditions of marine product e-commerce and the logistics distribution systems, and applies the effective covering model to conduct an empirical analysis on the location selection problem of marine product e-commerce distribution centers. The research results show that the marine product e-commerce platforms have several operation modes such as O2O and B2B. The external influencing factors of the location selection of marine product e-commerce distribution centers mainly include 3 categories: surrounding environment, public facilities and population. On the e-commerce platforms, the demand for marine products is quite considerable; the distribution mode adopted by most of these e-commerce platforms or the logistics enterprises is based on the technology of multimodal transportation and main-branch line transportation distribution; the effective covering model can be divided into Location Set Covering Model (LSCM) and Maximum Covering Location Model (MCLM), and the specific planning of the model could be conducted according to the actual situation of the distribution centers. The study in this paper aims to play a promotive role in the scientific location selection of distribution centers of marine product e-commerce enterprises.

As one of the most expressive art forms, architecture is closely related to the formation of human civilization. Architectural art in the offshore area is not only affected by marine culture, but also an important manifestation of the marine culture development. This paper aims to explore the impact of the marine culture development on the formation of offshore architectural art. To this end, it first discusses about the connotation and characteristics of marine culture, and offshore architectural art. Then, taking the offshore urban square as an example, the case analysis method was used to analyze the performance of marine culture in offshore architectural art. The research results show that marine culture involves all aspects and fields of social life; the boat houses of Li minority in Hainan is one of the buildings that were earlier affected by marine culture; with the development of the times, marine cultural elements have been more integrated into offshore urban architecture, such as the Sydney Opera House and the National Maritime Museum of China; marine elements such as marine animals, ships, and sails are widely used in landscape sketches of urban square, and have both practical and spiritual functions; offshore urban squares usually reflect the marine cultural characteristics of offshore cities through road paving with different materials and colors and beautiful line designs, which give strong visual effects, and play a role in guiding and dividing space; marine culture is the cultural foundation of the economics, beauty, practicality, and regionality for the garden square in the offshore city.. The research findings have important practical value for the mutual promotion of marine culture and the image construction of offshore cities.

During the construction of a highway in the coastal area of Guangxi, China, longitudinal and transverse cracks appeared in the cement stabilized macadam base. On-site comprehensive analysis shows that the road bed filler has weak expansibility and expands after rainfall, thus causing cracks in the base layer. It is difficult to eradicate the cracks in the base layer by the existing treatment methods for cracks in the base layer, and the further development of cracks will endanger the upper layer of the pavement. Based on the principle of crack propagation and crack resistance, a crack treatment method combining crack resistance, waterproofing and structural function is proposed: A water-impermeable film is set at the top crack surface to block the external water source. The film has sufficient fracture toughness to resist the forward extension of the crack tip and can also strengthen the interface bond to restore the overall performance of the pavement structure. After the implementation of the crack treatment method, the corresponding problems can be effectively solved. This treatment method can be of great reference to the relevant problems of crack treatment.

The rapid economic development in coastal areas is inseparable from the support of the power trading system. It also poses increasing demands for the power, which results in obvious peaks and troughs in daily power consumption, and causing distribution pressure and power dissipation of the transmission network. Based on the power trading model in Daya Bay area, this paper explores the peak shift optimization model in this coastal area, and establishes a new power trading model to eliminate the impact of power grid monopoly on electricity prices. The results show that the orderly power use in the bilateral trading model can effectively alleviate peak problems in the power trading system; pricing of power system cannot use market bidding, and it must be conducive to the development of high-voltage or ultra-high-voltage power, and also optimized investment by grid companies. The research findings provide a theoretical basis for the realization of power trading between supply and marketing parties.

Under the trend of economic globalization, industrial exchanges with technology and capital as carriers are emerging worldwide. The port trade has played an increasingly important role in the national economy, and its functions have been further expanded from a traditional transportation node to an international trade center. This paper aims to study the impact of port trade on the regional economy. To this end, it designs a system dynamics model of “port trade-regional economy based on the system dynamics simulation, the overall framework of the economic system, and the basic cause and effect diagram of the system, and then performs related analysis through practical cases. Finally, the targeted suggestions were proposed. The study found that the coordinated and sustainable development of port trade and the regional economy requires a scientific and rational development approach, and the simultaneous development of port trade and the national economy. The research findings provide a theoretical basis for analyzing and evaluating the relationship between port trade and regional economic development.

Focusing on the distribution characteristics of marine acoustics caused by high-speed railway channel tunnels, a high-speed railway channel tunnel-ocean bed-ocean fluid-solid coupling dynamic model is established based on the finite element method and fluid-solid coupling theory. By applying the wheel-rail interaction forces which is calculated with the wheel-rail coupling dynamics model as the excitation, the distribution characteristics of the ocean sound pressure has been studied. The spatial propagation law of marine acoustics has been illustrated. Results show that when the train is running at 250km/h, the maximum vibration of the surface of the ocean bed does not appear directly above the tunnel, but on the path that is transmitted upward by 45° on both sides of the tunnel. The maximum underwater sound level is about 136.2∼143.9dB, and the dominant frequency is mainly concentrated in the range below 200Hz. In the vertical direction, the sound level decreases by 3.6∼7.6dB within a depth of 20m. In the horizontal direction, the variation of the sound level at the same sea level is within 2dB ranging from 0∼40m.

In order to realize the multiple target tracking in a complicated Marine environment, we design a Marine ship tracking system based on the multiple target tracking algorithm. Based on an overview of the principles of distributed adaptive multi-sensor multi-target tracking algorithm, we use MO components to create ocean ship tracking system platform, achieve the real-time massive amounts of data processing, and has a good human-computer interaction interface, as well as realize the C ++ language efficiency and visualization functions, it provides a system platform for the tracking, positioning, command and dispatch of marine ships.

Since the 21st century, as the level of economic and social development has become higher and higher, China's offshore area has been rapidly developed as the focus of national economic development and opening up, and the urbanization of coastal cities has also continued to develop and evolve. The areas of population movement and concentration are inextricably linked to the degree of local economic development. Data from the fifth and sixth national censuses show that more and more people are moving to coastal cities that are more suitable for human habitation, forming a new regional development model and spatial combination with Chinese characteristics. While the floating population drives the economic development of coastal cities, it also brings many problems to be faced. On this basis, it is very important to carry out research on the correlation between population movement and regional planning in the process of urbanization of coastal cities.

At present, the marine economy has become an important driving force for the growth of the national economy, and the strategic role of the marine economy has been paid more and more attention. China is rich in marine resources, and the optimization of marine industrial structure and the development of marine economy are highly valued by the government. From the empirical analysis, this article explores the impact of marine industrial structure adjustment on the marine economy. Examine the relationship between the rationalization and advancement of China's marine industrial structure and the growth of the marine economy. The results show that the rationalization of the marine industry structure increased by 1%, the marine economy rose by 1.88%, the advanced marine industry structure increased by 1%, and the marine economy rose by 2.71%. The advancement and rationalization of the marine industrial structure can promote the growth of the marine economy. Therefore, it is necessary to rationally adjust the structure of the marine industry and create a good development environment.

Institutional innovation is an important countermeasure for sustainable development. The marine ecosystem has the nature of public products. If it is damaged, it needs to establish the marine economic ecological compensation mechanism, which is the institutional innovation to realize the development of the marine economy. This paper reviews the current situation of marine economic development in the marine economic experimental area, and summarizes the research ideas of policy and institutional mechanism innovation to ensure the development of marine economy.

With the extensive exploitation of ocean in the 21st century, the marine industry is receiving more and more attention. Although government subsidies have played an important role in the development of enterprises as a helping hand, there has been still no targeted study on the effects of government subsidies obtained by marine enterprises. Based on 76 listed marine enterprises from 2010 to 2018, the authors tested the effects of government subsidies on the economic and social performance of enterprises using a fixed-effect model, and also explored the role of government subsidies in marine enterprises of different ownerships. The results show that government subsidies can bring resource advantages to marine enterprises and promote their economic performance; however, the effects of government subsidies on social performance is negative due to the existence of agency problem. Moreover, in non-state-owned enterprises, government subsidies have a positive effect on their economic performance and a negative effect on social performance while the relationships are not significant in state-owned enterprises. The research findings provide empirical evidence for the research on government subsidies.

Based on the survey of enterprises in Beijing, Guangzhou, Wuhan, Jinan and other regions, this study used OLS regression analysis to verify the impact of green technology innovation policy on enterprises' green technology innovation benefits. The results show that only the voluntary agreement tool has a significant positive effect on the environmental performance of enterprises' green technology innovation, and effects of other policies on the green technology innovation benefits of enterprises are not significant. Finally, some policy suggestions are put forward to promote the green technology innovation of marine enterprises.

Aiming at the problem that the control system filter in ship electric propulsion system is easy to diverge, this study adopted the Memory Attenuation Kalman Filter (MAKF) to design a direct torque controller for permanent magnet synchronous motor (PMSM). By detecting the voltage and current of the stator, this study achieved the direct observation of phase current, rotate speed and rotor position angle signal, and the indirect observation of torque and flux linkage via MAKF; this method can accurately and stably estimate information such as the rotate speed of the motor and the position of the rotor, and it has overcome the problem of Kalman Filter divergence. The simulation and test results showed that the state variables of the motor observed by this method were accurate, the maximum error of the transient state rotate speed estimation was only 8%; in terms of astable estimation error, the rotor position signal lag was only 0.04T; when the load torque changed suddenly, the motor ran steadily and responded quickly, showing good robustness and reliability.

In the marine environment, under the action of ocean currents and waves, the piers of cross-sea bridges face a series of durability problems such as salt erosion and salt freeze-thaw cycles. The durability of the pier structure directly affects the service life of cross-sea bridges, so the research and test on the durability are of important significance for the design of cross-sea bridges. Based on the coupling effect of ocean currents and waves in the marine environment, this paper explores its influence on the durability of the pier structure of cross-sea bridges. The research results show that the durability analysis includes environmental index calculation, durability index calculation and durability evaluation. The damage of the bridge pier concrete structure is related to the material composition and the deterioration of the macro performance of the microstructure under the action of special environment. The pier concrete of the target cross-sea bridge measured in the laboratory has a salt-freeze resistance greater than F300. This paper provides an important theoretical basis for the research on the safety of marine concrete structures.

Welding technology is widely used in the manufacture and production of structural parts of ocean-going ships. The quality of welding is crucial to the safety of ocean-going ships. This paper attempts to study the NDT methods for welding quality in the key parts of ocean-going ships. To this end, it first summarizes several typical defects that are common in key parts of ocean-going ships, and selects the butt welds on the deck as the research objects. Then, the conventional ultrasonic testing (UT), phased array ultrasonic testing (PAUT), and radiographic testing (RT) were used to conduct the NDT testing on the test plates. Finally, a comparative analysis was conducted for the test results of these three methods. The research results show that like the UT and RT methods, the PAUT can detect all defects, and the qualitative results are consistent; except for incompletely fused defects, its other testing results are better than the UT and RT, verifying the feasibility of the PAUT. Ocean transportation is one of the main means of cross-border logistics transportation. There are many factors that affect ocean transportation. How to find out the main factors is the key to improve the efficiency of cross-border logistics ocean transportation. Based on the AHP—TOPSIS method, an evaluation system of cross-border logistics marine transportation efficiency is constructed with port efficiency, port throughput, marine vessel efficiency, ocean port cooperation as the main level indicators, and it is applied to the empirical analysis of five representative ports in China, namely Dalian port, Tianjin port, Qingdao port, Shanghai Port and Guangzhou port. The results show that Shanghai port has the highest marine transportation efficiency. At the same time. Port handling and communication efficiency is the main factor affecting the efficiency of marine transportation.

At present, coastal cities are constantly enhancing their water pollution treatment capabilities, so how to evaluate the efficiency of water pollution treatment is very important. This paper takes Shenzhen as an example to analyze the current status of the water pollution in Shenzhen city, China; first, it adopts the model of data envelopment analysis (DEA model) to measure the water pollution treatment efficiency; then the paper applies the Tobit model to conduct regression analysis on the influencing factors of water pollution treatment efficiency in coastal cities. The research results show that there are serious water pollution problems in coastal cities across the country. The central government and local governments attach great importance to water pollution treatment, and have invested a lot in coastal cities for this. With the increasing investment in water pollution treatment in coastal cities, the treatment capability and related systems have been improved further, and the water pollution treatment works have achieved certain results. Economic level, population density, and urbanization rate can positively affect the efficiency of water pollution treatment in coastal cities, and the industrial structure and the degree of opening up can adversely affect the efficiency of water pollution treatment in coastal cities. This paper aims to play a role in promoting the efficiency of water pollution treatment in coastal cities.

The carbon labelling system can realize the transparency of carbon emission sources and guide consumers to purchase lower-emission products. This paper attempts to study the pricing strategy of marine products under the carbon labelling system. To this end, it establishes a decentralized decision pricing model and a centralized decision pricing model for marine products with the carbon tax policy and no carbon tax policy respectively. Then, the analysis of examples was conducted to study the carbon emissions of unit product and retail price changes of marine products under the decentralized decision pricing model and centralized pricing decision model with or without the carbon tax policy. The research results show that when the value of k is constant, the retail pricing of unit products increases with the increase of carbon tax; when the carbon tax is constant, the retail pricing and channel profit of unit products decrease as the value of k increases; when the carbon tax rate is constant, the unit product's carbon emissions and channel profit under the decentralized decision model are lower than those under the centralized decision, and the retail price declines faster than the rate of change under the centralized decision; when the carbon tax rate increased gradually, the decline rate in channel profits and carbon emissions per unit of product gradually decreases. The research findings promote the related research on pricing strategies of marine products under the carbon labelling system, and has certain theoretical and practical reference value.

Trans-ocean trade mode has gradually become a new impetus for the development of China's small and medium-sized e-commerce enterprises, and improving the cost control ability of these enterprises can effectively promote their development under the business mode of trans-ocean trade. This paper analyzes the development characteristics and current situation of China's small and medium-sized e-commerce enterprises, describes and analyzes their cost control constraints, basic procedures, and the evaluation indicator system; moreover, it also summarizes the main existing problems and proposes targeted suggestions. The research finds that small and medium-sized e-commerce enterprises have the characteristics of convenience, wholeness, safety, universality, collaboration, and integration; and there are constraints such as not enough awareness for the control of logistics cost, difficulty in logistics cost accounting, and the trade-off principle, etc.; for the small and medium-sized e-commerce enterprises, there are problems in their cost control, such as inadequate accounting, and high costs of inventory, commission, product-return, and transportation; they can enhance their cost control ability from the aspects of establishing special accounting departments, strengthening product review, enhancing partner screening, and promoting information construction, etc. This paper aims to play a role in promoting the cost control and business development of small and medium-sized e-commerce enterprises under the trans-ocean trade mode.

The development of marine economy is closely related to the economic development of surrounding areas. Promoting the development of the economy of the entire area by adjusting the marine industry structure has become an important impetus for promoting the economy of coastal areas. This paper takes the Yangtze River Delta coastal area as the subject and construct a model to study the joint development of the marine industry and the regional economy. The research results show that the marine economy of Yangtze River Delta has developed rapidly and contributed greatly to the development of the economy of the entire area; the tertiary industry takes the highest proportion in the marine industry structure, and it plays the largest role in it; there is a close relationship between the output value of marine industry and the output value of regional economy. Each 1% increase in the output value of the marine industry will lead to a 0.635439% increase in output of regional economy. The research results provide useful reference and guidance for the economic development of other coastal areas in China.

With the rapid development of marine trade and maritime transportation industry, the increase of port-based enterprises has promoted the construction and expansion of port projects in China. Since the spatial correlation of the soil mass in ports is quite complex, the traditional foundation stability evaluation methods have great uncertainty. The random field theory considers the autocorrelation coefficient of the soil mass, so this paper applies the reduction function to calculate the stability of the foundation of geotechnical engineering projects in actual ports based on the random field theory, and explores the feasibility of the random field theory in the calculation of foundation stability. The research results show that: taking the portside geotechnical engineering project in the Pearl River Delta as an example, by applying the random field theory and the reduction function to examine the reliability of the ten tests, it can be clearly seen that the reliability index of the foundation stability of the geotechnical engineering project calculated by the reduction function increases significantly. After applying the random field theory, the calculated foundation stability of the actual port geotechnical engineering project is more reliable. The research in this paper provides a theoretical basis for applying random field theory in the reliability calculation of port foundation engineering projects.

Seas and oceans are the new space for the future survival and development of mankind. China's maritime power strategy is a new challenge to the management system of the maritime laws of China. Based on this strategy and its development goals, this paper explores the role of maritime law system in resolving nautical disputes and maintaining the peaceful development of the seas and oceans, moreover, it proposes some legal suggestions for protecting China's maritime rights and interests. The research results show that: there are many problems with China's maritime power strategy and the management system of maritime laws of China. Therefore, targeting at these problems, first, we must formulate the basic maritime laws and enhance the operability of the management of maritime laws; second, under the new international maritime order, we should accelerate the legislation progress of separate regulations in China, and build a sound maritime law management system in China; at last, we also need to deepen our research on the United Nations Convention on the Law of the Sea. This paper aims to provide a research basis for safeguarding China's maritime rights and interests in the new era.

Ocean is a treasure trove containing a huge amount of natural resources. As land resources are reducing dramatically and the exploitation is becoming increasingly difficult, in recent years, the vast ocean has become an important support for the survival and development of mankind, and the marine industry has flourished as well. Based on marine ecological economics and sustainable development theory, this paper expounds the composition of the economy-ecology-society system of the marine industry, adopts basic principles of statistics to conduct a quantitative analysis on the development mode of Japanese marine industry, and reflects on its referential value. The research results show that the overall coordination of the economy-ecology-society system of the Japanese marine industry is in a good state. The Japanese marine industry is quite successful in terms of marine development mode and management methods; however, it still lacks a comprehensive management system to deal with issues such as the coastal ecological environment problem, etc. Through the reflection of the development mode of Japanese marine industry, this paper provides a reference for the development of marine economic and ecological theories, which is of certain referential value for the formulation and implementation of the marine industry development strategy in China's coastal areas.

With the continuous development and maturity of communication technology, marine information detection has entered the stage of stereo detection. The marine mobile detection platform is operated automatically, and can achieve the real-time collection, processing, storage and display of marine information, and it is now the most widely used tool for marine detection. Based on the inductive coupling principle of the electronic communication system, this paper studies the electronic communication system of the marine mobile detection platform to achieve mooring system coupling of electronic communication and transmission. The research results show that the mooring system coupling of the electronic communication can realize network communication; signal processing design and communication control software design of the electronic communication system is the core of electronic communication and transmission. In the initial configuration of the electronic communication host control system, the first thing is to configure the system clock and initialize the register. This paper found through experiments that the power consumption of the electronic communication system was 0.085%, and the communication stability was good. The research in this paper provides a theoretical basis for realizing a new type of electronic communication method for marine detection.

In the context of supply-side reform, aiming at providing scientific references and guiding methods for the hierarchical risk prevention and control of marine coal enterprises, this paper explores the risk factors of marine coal enterprises and proposes several risk prevention and control methods; it adopts questionnaire survey and induction method to research and analyze marine coal enterprises, and obtains the rank of the risk factors of marine coal enterprises from high to low as: organization management> core competence> production and sales> key resources> safety assurance > policies and regulations> industry market; the paper proposes four types of risks: large risk volume/low controllability; large risk volume /high controllability; small risk volume/low controllability; small risk volume/high controllability. The research results lay a basis for the in-depth discussion of risk identification, prevention and control, and provide a strong data support for the accurate identification of risk factors and the risk prevention and control methods.

For both the regional economy and the national economy, it's of great significance to effectively adjust and optimize the structure of the marine industry, improve the economic efficiency of the marine industry, and increase the contribution of the marine economy. To this end, this paper selects 7 coastal provinces and cities in China as the subjects to analyze the economic efficiency of the new marine industry and the optimization of the structure of marine industry based on Data Envelopment Analysis (DEA) and the Malmquist index. The research results show that China's marine economy has developed rapidly in recent years; within the scope of the marine industry, the growth rate of the primary industry is relatively stable, and the proportion of the tertiary industry is increasing year by year; the main reason for the increase in the production efficiency of the new marine industry in coastal areas is the increase in technical efficiency; among the 7 coastal provinces and cities, the increase of the production efficiency of the new marine industry in Fujian Province is the highest. At last, this paper also proposes a few countermeasures and suggestions for the optimization of the structure of marine industry. The research results have important reference value and significance for strengthening the regional marine economy and the economy of the entire country.

With the rapid development of maritime transportation industry, container ships have quickly become the mainstream ship model due to their advantages of fast shipping speed, high handling efficiency, and low operating costs. At the same time, their large-opening structure has resulted in poor performance in bending strength, torsional strength and other mechanical properties. In order to ensure the structural safety performance of extra-large container ships, it is necessary to conduct an in-depth research on its fatigue damage and strength life. Based on the spectrum analysis, this paper takes the model 8601ETP extra-large container ship as an example, and adopts finite element modeling to obtain distribution range of the alternating stress; it also uses SN curve and linear cumulative damage theory to predict the fatigue damage and strength life of the container ship. The research results show that the fatigue damage of the extra-large container ship at full load is significantly more severe than that at no load; the degree of structural damage at the position of the keyhole is greater than that at the position of the hatch corner, so it is the hotspot for the fatigue damage analysis and strength check of extra-large container ships. This study provides certain theoretical reference and data support for improving the safety performance of large container ships, and it also enriches the theory of fatigue strength evaluation.

Marine history and culture is an important part of China's diverse traditional culture, which leaves behind colorful and intangible cultural heritage. It's a major issue on how to better disseminate marine history and culture. This paper attempts to study the dissemination of marine history and culture based on the digital technology and virtual museum technology. For this, the literature analysis and field survey methods were used to investigate and analyze the problems existing in marine historical and cultural dissemination in China. The survey results show that the lack of public cultural identity, insufficient industrialization, and single means of dissemination are the main problems in the dissemination of marine history and culture in China. Finally, based on this, a digital process system for marine history and culture was constructed, and a digital dissemination platform was also established from three aspects: constructing a digital virtual museum, using a mobile new media terminal, and building a WeChat and Weibo-based platform. The research findings explore the innovative dissemination mode of marine history and culture, and enrich the ways to protect, develop, and inherit marine history and culture.

With the development of China's economy and society, the progress of urbanization has accelerated, and a series of issues such as population, transportation, and environment problems have emerged in the process of the operation and development of the cities. The concept of smart city has pointed out the direction to solve the above problems, and governments at all levels have been actively promoting the construction and development of digital cities. Based on literature review and empirical analysis, this paper takes a coastal city X of Fujian Province, China as an example to study the smart city construction process in coastal areas, it analyzes the existing problems and proposes corresponding feasible countermeasures. The research results show that digital government can promote the construction progress of smart coastal cities through top-level design and data sharing; aiming at problems such as insufficient information infrastructure and imperfect development environment, the government should guide investment to participate in the construction, innovatively develop the “Internet+” industry, and strive to create an upgraded version of smart city, the Smart Coast. This study has certain reference significance for the construction and development of smart coastal cities, and provides an effective way for the government to plan, construct and manage the digital cities.

With the continuous development of ocean trade and the exploitation of marine resources, the ocean-going vessel dynamic positioning (DP) system has become a necessary core device for ships, wherein the DP3 system is the highest-level computer dynamic positioning system. Based on it, this paper conducts a research on the vessel positioning reference system, and designs and debugs a vessel positioning computer control system. The research results show that the application of DP3 system in ship positioning has many advantages, its console is mainly composed of Industrial Personal Computer (IPC), input and output system, driver and stepper motor, etc. In the DP3 system, the steering and propelling processes occur simultaneously, but once the computer system can't satisfy the requirements of both aspects, it will prioritize the steering requirements during the positioning process. The research in this paper provides a theoretical basis for the studies of oceangoing vessel positioning computer control system.

In China, marine economy and marine industry have become important pillars in the country's economic development; but the continuous growth of marine economy has led to many problems in the layout of the industrial structure. Moreover, the structural optimization and competitiveness enhancement of the marine industry cannot be separated from the financial support. This paper takes marine economy and industrial structure as the research objects and analyzes the role of financial support in the growth of marine economy and industrial structure optimization. The research results show that financial support can promote marine economy growth and marine industry structure optimization, and it plays a positive role in enhancing the creativity and competitiveness of the marine industry. Through a survey on the marine industry structure in Shandong Province, it's found that with the increase of the marine industry optimization index, the financial utility index increases as well. This paper provides a theoretical basis for promoting the transformation and sustainable development of the marine economy.

Science and technology is the core driving force of social and economic development. The technological innovation of marine technology enterprises plays a radiating role in promoting the development of marine economy. This paper aims to study the effects of corporate governance on R&D investment in marine technology enterprises. To this end, the data statistical analysis and Pearson correlation analysis were conducted to test the relationship between corporate governance and R&D investment. The research results show that non-state-owned equity is more conducive to the R&D investment of marine technology enterprises; the intensity of R&D investment and the concentration of equity show an irregular M-type; the board size and the R&D investment are negatively correlated; the board independence and the R&D investment are positively correlated; the executive shareholding and leadership structure are positively correlated with R&D investment intensity. The research findings enrich the connotation of corporate governance theory, and have important practical significance for promoting the development of marine technology enterprises and accelerating China's strategy of achieving a marine power.

The marine industry is an important driving force for the development of the country. The development and structural optimization of the marine industry requires a large amount of financial support. Good financial support has become increasingly prominent in the development of the marine industry and economy. Based on the financial support theory, this paper attempts to explore the financial support for China's marine economic development and industrial structure optimization. Besides, it proposes related measures of financial support to promote the development of marine economy and optimization of industrial structure by combing with the current development of marine economy. The research results show that the financial support plays an important role in the optimization, innovation and agglomeration of marine industry and the financial support for the marine economy is multi-faceted, multi-layered, and fully covered; to improve the competitiveness of the marine industry, it requires financial support for the development of emerging industries; the proportion of financial support in coastal areas in the country has declined, while the marine secondary and tertiary industries have shown a growth momentum, but there still exists the problem of irrationality in the industrial structures. The research findings provide a theoretical basis for the efficient and sustainable development of the marine economy.

The marine winch system is the core of marine towing. The stability of this system is of great significance to the stability and safety of complex marine environments and offshore platforms. Based on the design and analysis of the marine winch system, this paper performs a simulation analysis for the strength and stiffness of the drum of the winch system using the ANSYS finite element software. Also, it explores the active heave compensation function of this system. The research results show that the stability of the marine winch system is controlled by the main drive system, rolling gear train and cable routing system; after analyzing the drum of the marine winch system by ANSYS finite element analysis software, it's found that the overall strength of the mechanical drum meets the requirements, and the maximum stress value on the surface of the marine winch mechanical drum was 159.48MPa. The research findings provide a theoretical basis for the stability design of large marine winch systems.

The movement and traffic management of ocean-going ships rely on language information processing systems. With the development of artificial intelligence (AI) and information technology, the intelligent control of ocean ships has realized the real-time, complete and accurate data processing. Based on the AI analysis technology, this paper aims to optimize the ship language information processing systems. The research results show that the language databases equipped in ocean-going ships include static databases, dynamic databases and historical databases; the ship language information platform can support the collaborative work of various different applications, helping to realize the data exchange and information integration between different language information systems; compared with the traditional language information processing system, the AI-based system consumes less time, and its query, retrieval and response to language data are faster. This paper attempts to study the international trade development and the supply chains optimization of marine resources. To this end, it first describes the characteristics of the supply chain and the structure of China's marine resources supply chain, and then analyzes the current status of China's marine resources production and international trade. Finally, the realistic dilemma of international trade and supply chain management of China's marine resources industry were summarized, and optimization solutions were given. The study found that the supply chain has three characteristics of network structure, consumers-drive, and value-added chain, and the current industrial supply chain is not conducive to industrial development; China's marine resource output has increased year by year, of which the output of marine aquaculture has increased year by year, while that of marine fishing output showed a downward trend; China's exporting countries and regions of marine resource are mainly Japan, the United States, ASEAN, the European Union, Taiwan Province, South Korea, and Hong Kong, and the importing ones are mainly Russia, the United States, Peru, ASEAN, Indonesia, Vietnam, and Canada; there are certain problems in the development of international trade and optimization of the industrial chain, which can be optimized by building a new type of marine resource industrial supply chain and strengthening government support. The research findings play a significant role in promoting the development of China's international trade and optimization of the industrial chain for the marine resources.

The rapid development of mobile communication technology has promoted the technological change of society. The fifth generation (5G) communication technology has become the focus of research in the field of communication technology. This paper aims to optimize the performance of the ship networking system based on 5G cellular network. To this end, it combines 5G cellular network and radio technology related theories, and conducts the simulation experiments on the communication system to compare the ET-MAC and TDMA protocols in terms of packet loss rate, time delay and throughput etc. The study found that the packet loss rate of ET-MAC is lower than that of TDMA, and the former has better performance; as the number of ships increases, the delay in ET-MAC is lower, but both protocols can realize the information transmission in a relatively short period of time; for a large amount of data, ET-MAC is more helpful to improve the transmission performance of the system. This study combines 5G technology with ship networking information technology, which provides theoretical support for the performance optimization of the ship networking systems.

Photovoltaic (PV) power generation systems are more and more widely used in marine ships and marine engineering. In the process of power electronic transmission, off-grid inverters will convert unstable DC power into stable AC output. Based on the PV power generation systems, this paper aims to explore the design and application of PV off-grid inverters in marine engineering. The research results show that off-grid inverters consist of boost modules, filter modules, and inverter module; the hysteresis controller can achieve transmission stability in about 0.04s; the communication protocol of the off-grid inverters used in marine engineering is the controller area network communication, which can effectively support real-time control or distributed control, achieve real-time communication between nodes, and improve transmission reliability and flexibility throughout the local area. The research findings provide a theoretical basis for the efficient use of PV power generation systems in marine engineering.

Marine products are favored by people for their rich mineral elements and high-quality protein content. However, different cooking methods can lead to the loss of different nutrients in marine products, and trigger different Maillard reactions. With the marine product oysters as an example, this study adopted different cooking methods to explore their influence on the Maillard reactions, and conducted a research on the features of the products. The research results showed that: different cooking methods, cooking times, and cooking temperatures can cause reductions in the content of zinc and protein in oysters. Obviously, with the increase of the cooking time, the Maillard reactions increased as well; under the same cooking time, the degree of Maillard reactions was: fry> boil> steam; with the increase of the cooking temperature, the Maillard reactions showed an enhancing trend. The research in this paper provides a theoretical basis for the entire Maillard reactions during the cooking process of marine products.

The economic circle of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) has an important impact on China's economic development and surrounding economic cooperation. Zhuhai plays a non-negligible position in the economic construction of the GBA. To build the GBA into a global advanced economic center, it's important to promote Zhuhai's economic position in the GBA. For this, the authors attempt to systematically study the position enhancement and development strategies of Zhuhai in the GBA. First the position of GBA in the global integrated economy was analyzed. Then, it discusses about the economic development trend of Zhuhai, and proposes corresponding economic development countermeasures and industrial structure optimization methods. The study found that compared with other cities in the GBA, Zhuhai has a relatively higher economic growth rate, a better investment environment, and greater potentials for development; the proportions of the secondary and tertiary industries in Zhuhai are almost the same; to maintain long-term economic development, Zhuhai needs to increase the proportion of the primary industry and optimize the industrial structure. The research findings provide a theoretical basis for Zhuhai's economic development and position enhancement in the GBA.

The issue of labor-capital relationship is related to the stability of the society, and a harmonious labor-capital relationship is an important prerequisite for building a harmonious society. To this end, this paper conducted a research on the labor rights protection of marine enterprise employees based on the labor law, and elaborated the main content of the labor rights of enterprise employees. With a marine enterprise H as an example, this paper analyzed the current situation of labor rights protection of the employees in marine enterprise H, and the research results showed that: the employees of enterprise H generally work overtime and their right to rest has not been protected, their overtime wages have not reached the standards required by the law, the rate of signed labor contract needs to be further improved, the enforcement of labor contract is average, there're large differences in the five types of social insurances the enterprise bought for the employees, the work-related injury insurance and the medical insurance are the most. The vocational skills training of the employees is unprofessional and unsystematic, which needs to be normalized further. From the four aspects of perfecting labor contract system, emphasizing the social responsibility of the enterprise, improving the social security system, and increasing input in human resources and employee training, this paper proposed several countermeasures for the protection of the labor rights of enterprise employees. Meanwhile, to better guarantee the protection of the labor rights of enterprise employees, it's necessary to perfect legislation of labor law, establish a two-way credibility system, strengthen the supervision of government and prevent the abuse of power. From the perspective of labor law, this paper put forward corresponding countermeasures and suggestions for promoting the protection of the labor rights of marine enterprise employees, and the study is of certain practical application value.

Support vector machine (SVM) is a new technology in data mining. It is a new tool to solve machine learning problems with the help of optimization. Support vector machines belong to a new machine learning that extends from statistical learning theory. Its structure is relatively simple, with good generalization ability and global optimality. Support vector machine has provided a unified framework for solving finite sample learning problems, and there are many solutions proposed. It can deal with those more complex problems and introduces the characteristics of the support vector machine model. Aiming at the application of the model in economic forecasting of coastal regions, a method to improve the prediction accuracy of the model is proposed. The theoretical analysis and practical application verification are performed, which shows that this method can obtain more accurate prediction results.

Based on the full analysis of the advantages and disadvantages of the traditional K - means and BIRCH clustering algorithms, an improved incremental clustering algorithm based on the core tree is proposed. The optimal global parameters Eps and MinPts are adaptively calculated according to the KNN distribution and mathematical statistics to avoid manual intervention in the clustering process so as to realize the full automation of the clustering process. By improving the seed selection method for regional query, no missing operation is needed to effectively improve the efficiency of clustering. The algorithm can helps financial users to make reasonable financial investment strategies in coastal areas, to a certain extent, reduce the financial investment risk, with strong practical significance.

This paper studies the fusion method of equipment information data and geographic information data in the wireless sensor network (WSN), and realizes the fusion of WSN sensing data based on the proposed development environment. Then, we establish the database model and parses the data file. In addition, we realize data visualization in web environment based on the Silverlight module. Finally, the visual part of the coastal railway monitoring WSN system established in this paper is tested by function test and performance test.

Things are happening in the context of the implementation of the carbon tax in the European Union. This paper focus on the current situation of Sino-European trade, and is expected to discuss the impact of EU carbon on Sino-Europea trade by qualitative and quantitative analysis. The empirical analysis shows that since the recent introduction of carbon tax in EU countries, carbon tax has been increasing, and carbon tax has been added to commodity prices, which directly leads to an increase in export trade. This conclusion is slightly in conflict with traditional trade theory. Due to the imperfect collection mechanism in the implementation of the carbon tax in the EU, the reduction in trade volume caused by the decrease in export trade volume may be less than the increase in trade volume caused by the increase in prices, thus increasing the volume of export trade.

With the rise of Internet finance in coastal regions, its influence on the banking industry has gradually deepened. To a certain extent, it has seized the bank's asset business, liability business and intermediate business. This paper is based on the establishment of Panzar-Rosse model to determine the degree of competition in China's banking market. In recent ten years, China's banking industry is in a state of monopoly competition and the degree of competition is increasing. Internet finance in coastal regions has little influence on the degree of banking competition in its infancy. However, when Internet finance in coastal regions develops to a certain level, it will have a significant positive correlation with the degree of competition of China's banking industry. In the future, we should actively promote the cooperation between banking and Internet finance in coastal regions to optimize the allocation of social and economic resources.

This paper designs a financial risk assessment model based on Principal Component Analysis (PCA) and RBF neural network in order to help port enterprises effectively identify and prevent from the financial risks. Here first refines assessment indicators at all levels by the factor analysis, thereby reducing the RBF neural network training data, streamlining the network structure. Then refined data from some commercial banks will be chosen for training with RBF neural network. In the end, The RBF-ANN system that has already trained is tested based on data from a few port enterprises. This paper provides new ideas and methodologies for the port enterprise to effective make financial risk assessment, watchdog and control.

Energy saving technology of coastal buildings is a hot spot. In this paper, flame-retardant rigid polyurethane foam (RPF) is prepared by adding straw as enhancer straw and water as foaming agent. Then the relationship between structure and properties of RPF, effect of enhancer and additive flame retardant on properties of RPF are studied by some characterization methods. The addition of the enhancer straw can improve the mechanical properties of RPF in a certain range. When the amount is too large, it will produce a certain pulverization, which will reduce the mechanical properties. In this study, a complete application scheme of RPF insulation products in roof has been formed, providing an energy-saving way for RPF insulation products.

The scope of economic management of coastal area is extremely wide. In this paper, the application of BP neural network in enterprise order prediction and performance evaluation is used as an example to discuss the application of BP neural network in macro and microeconomic management of coastal area. The results fully proved that the BP neutral network is a good tool for the economic management of coastal area which can be used as a guiding process.

A good marine environment is the basis for the development and utilization of marine resources. Marine environment monitoring is an important part of marine environment protection. Therefore, the research on the marine environment monitoring technologies is of great significance. In order to realize intelligent monitoring of the marine environment, combining with the sensor technology, 4G communication technology and Zigbee communication technology, this study designed a marine environment monitoring system based on the Internet of Things (IoT). The system is composed of three parts: the information management subsystem, the data collection subsystem and the monitoring terminal subsystem; the structural composition and main implementation technologies of each subsystem are elaborated and the functions of each module in the system are tested by experiments. The test results show that, the IoT-based marine environment monitoring system can realize the functions of collecting, receiving, sending, analyzing, processing, querying and releasing marine environment data. This study provides a technical support for China's marine environment monitoring, and has important theoretical reference value for the research of intelligent marine environment monitoring in China.

The capacity and efficiency of marine environment emergency management are of great practical significance for the development and utilization of marine resources. This paper mainly studies the improvement plan of the marine environment emergency management system, it briefly expounds the related theories and divides the marine environment emergencies into six types; then, by summarizing related works of marine environment emergency management in recent years, it's found that there're many problems with the current marine environment emergency management system in China, such as improper management mode, and low-level public participation, etc.; targeting at these problems and according to the periodicity of common emergencies and marine environment management emergencies, the management of marine environment emergencies are divided into four phases: risk management, early warning, emergency response and subsequent treatment; and the main work contents of each stage are elaborated in the paper. This study enriches and improves the related theories of marine environment emergency management in China, and has certain guiding significance for relevant practical works in China.

Building structures in offshore areas are extremely susceptible to chloride ion erosion in seawater or marine atmospheric environment, causing problems such as corrosion and swelling of steel rebar, spalling of concrete protective layer, etc., reducing the service life of the structure, and increasing the maintenance and operating costs of the structure. This paper attempts to enhance the design concrete building structures in the marine corrosion zones from the two aspects of durability and service life. To this end, it summarizes the principles of chloride ion erosion of reinforced concrete structures in coastal areas based on existing research, and explores the destruction mechanism of reinforced concrete structures under the action of chloride ions and external loads. Finally, the new method suitable for durability design of reinforced concrete structures in marine corrosion zone was proposed. The study found that the chloride-induced corrosion to the structure in the marine environment can cause the corrosion of the steel bars and accelerate the corrosion rate; a time-varying reliability model of the reinforced concrete structure was proposed; the increase in the thickness of the steel protective layer in the concrete can effectively improve the durability and service life of the structure. The research findings provide a theoretical basis for the durability design of concrete structures in offshore environments or marine corrosion zones.

The authors attempt to study the coupling coordination degree (CCD) between green finance and marine ecoenvironment. To this end, it constructs a composite evaluation index system of green finance and marine ecoenvironment based on the domestic and foreign literatures, and then evaluates the comprehensive development level of the two systems using the combination method of analytic hierarchy process (AHP) and grey system theory. Meanwhile, the coupling degree model, and model were introduced to measure the coupling degree, CCD and comprehensive coordination index of China's green finance and marine eco-environment. The results showed that as China gradually began to attach importance to green development, the coupling coordination between green finance and the marine eco-environment system are both slowly increasing. The research findings provide a scientific basis for the practice of green finance and marine sustainable development in China.

This paper constructs the multi-dimensional model on synergic evolution of China's marine economic system oriented by high-quality development. Through the steps of order parameters selection, order degree of subsystems, and synergy degree of system, the results show: (1) From the dimension of industry, the order degree of marine primary and secondary industry shows “wave” growth, the marine tertiary industry shows “linear” growth, three subsystems are in “non-synergy” state, the primary industry has serious obstacles for development. (2) From the dimension of region, the order degree of three marine economic circles from high to low is “North, East, and South”, the southern one has late-developing advantage, three subsystems are in “non-synergy” state, the synergy between adjacent regions is greater than non-adjacent ones. (3) From the dimension of element, the order degree of three subsystems continues to rise and presents similar trajectory, while three subsystems are in “non-synergy” state with continuous downward trend. Furthermore, the policy implications are proposed from muti-dimension.

China has a long coastline. The rapid development of its marine economy has accelerated the interconnection of the ocean-inland industry and realized the development and docking of technology, talents, resources, and transportation. The authors aim to analyze the promoting effect of marine economy on inland economy. To this end, this paper first explores the driving mechanism of ocean-inland economic integration based on the theory of ocean-inland economic integration. Then, the Yangtze River Delta Economic Belt was selected as the research object to explore its role in promoting the sustainable development of inland economy. The study found that the integration of the marine economy and the inland economy can maximize the regional economic effect; the calculation results of the instantaneous rate of change in the economic magnitude from the Yangtze River Delta region to the inland region clearly indicate that the marginal effect of the Yangtze River Delta marine economic belt on the inland economy is also increasing year by year. Finally, a series of measures were proposed to promote the development of ocean-inland integration. The research findings provide a theoretical basis for the rapid and sustainable development of the inland economy.

This article starts from the perspective of the cost control theory of ocean shipping companies, and deeply explores the cost management of ocean shipping companies under the new economic situation. This article introduces in detail the research significance of the maritime cost management structure, and through the ABC analysis method (operation cost method), specifically analyzes the ocean shipping company's transportation cost budget analysis and calculation method. Through the study of the ocean shipping cost budget and dynamic targets, the source of actual value, the five major items of ocean shipping cost: terminal cargo fee, station cargo fee, transit fee, port fee, canal fee, are specifically defined, and the planning cost occurs The process analysis chart and corresponding formation of a mathematical analysis model to initially establish a cost management evaluation index system for liner transportation enterprises. From the enterprise's strategic point of view, the cost control methods at multiple levels are discussed, and the concept of improving liner transportation cost control is proposed.

The arrival of big data is a major challenge for information technology. In particular, cloud storage and retrieval of big data is also an important technology. It is also an important part of national information security. The cloud storage data retrieval method of port logistic based on particle swarm optimization algorithm proposed in this paper, combined with Matlab software, realizes the PSO algorithm optimization model, and establishes an experimental scenario to simulate the retrieval process of cloud storage. The results prove that the data retrieval method of port logistic has a high retrieval speed and stability. In the future research, the author will focus on the experimental improvement of the method of port logistic to obtain better application effect in the data retrieval process of cloud storage.

Traditional PID is difficult to be applied in large inertial system. It is determined by a large number of engineering experiments, which brings great limitations to the practical application of PID; and the traditional PID control algorithm cannot be applied to the load change, so the control results is always not good enough to be used in the precision requirement. In the paper, the grey prediction control and neural network are combined, and a neural network ship PID control strategy based on grey prediction is proposed, since the grey prediction algorithm needs a small amount of data and small computation load. The simulation results show that the new ship PID self-tuning algorithm is feasible and effective. It can be used in the change of the target parameters, and has strong anti-interference and reliability.
